Conditions of the University Scholarship

The Humphrey School is committed to providing students with an excellent education at a great price.

To encourage and assist students to complete their full-time degree in two years, tuition brackets are established for the MDP, MHR, MPP, MS-STEP, and MURP degree programs.

Students enrolled in the MPA program are charged per credit.

Credits above or below the band are charged per credit at the appropriate tuition rate for residents or non-residents.

Minnesota residents pay in-state tuition fees, which are lower than those assessed for non-Minnesota residents.

Qualified students who reside in Manitoba, North Dakota, South Dakota, and Wisconsin benefit from a long-standing reciprocal agreement, paying tuition equal to state rates.

Tuition reciprocity is not automatic.

Students must apply for and receive reciprocity through the higher education office in their state of residence.
